Biography

Dr. Brad Beira is the Director of World Spine Care Africa. With over 25 years of experience, Dr. Beira is an experienced clinician, educator, and medico-legal advisor who has worked extensively in clinical practice, executive leadership, and global health strategy. He is internationally recognized for his contributions to public health approaches, digital health ecosystems, and universal health care strategies, particularly those aligned with WHO’s primary care and rehabilitation initiatives. He also serves on the Steering Committee of the Africa TeleHealth Collaboration.
Dr. Beira lectures worldwide for universities, business schools, ministries of health, and institutions such as the World Bank and IFC. His expertise includes health economics, telehealth and telemedicine strategy, corporate governance, and bioethics. He has presented at numerous international forums and has developed a unique approach to delivering affordable, value-based care in both primary and remote settings that integrates medical theory, legal precedent, and ethical behavior.
During his career, Dr. Beira has held leadership positions in organizations such as PwC South Africa, Constantia Risk and Insurance Holdings, Jewish Care Cape, ASPETAR Orthopaedic Hospital, Marsh South Africa and Aon South Africa. He has also contributed to global health initiatives such as the risk management team for the 2010 FIFA World Cup, and led governance and strategy solutions in over 127 cities across 65 countries.
His board leadership includes serving as Chair of Safe Surgery South Africa, Hospice Wits and COHSASA, and as an advisor to the Chiropractic Association of South Africa and the South African Medical and Legal Association. Dr. Beira holds a number of degrees and certifications, including a Master of Chiropractic, an LLM in International Business Law, a Bachelor of Commerce in Law, and certifications in Medical Law, Bioethics and Enterprise Risk Management from institutions such as Georgetown University, UC Berkeley and the G31000 Institute.
Dr. Beira is also a published author with works covering topics such as chiropractic treatment outcomes, employee wellness programs, health economics, and privacy in public health. Outside of his professional life, he is an avid runner, frequently participating in 75-100 km races in the most rugged terrains of South Africa, where he finds inspiration for his most thoughtful works.
As Secretary General, Dr. Beira is responsible for leading the secretariat at WFC headquarters in Toronto and for the strategic and policy development of the organization.
